Specify export requirements separately

Where raw wood treatment is required for the destination, include the applicable treatment and marking requirement alongside the drying specification. The two requirements should not be treated as interchangeable.

They are separate specifications. Kiln drying manages timber moisture; an export treatment requirement needs its own applicable process and marking arrangements.
